The Orioles release Felipe Vazquez, RP/child molester, Pittsburgh Pirates.
Not sure if this is a case where there'd be free relief on cap penalties for a retirement. Its not official I guess, but i think its pretty clear that he's headed for an involuntary retirement with a lengthy prison term awaiting him.
But should cap penalties apply then they'd be as follows:
2020: 0.05M
2021: 0.05M
2022: 0.05M
