Proposed Rule Change - Demotion / Recall Rules for Prospects

A rule change proposal - if you send down a prospect, you are not able to call up the same prospect until 10 days have passed (identical to actual MLB rules where if a player is sent down they must stay down for 10 days before being recalled)
