The new league will have an additional 3 roster spots on the MLB roster for teams to use as they see fit. As well, we will permanently increase the number of MiLB prospect slots to 35. In a league I'm in that is similar to this, teams have 3 so-called "Minor League Bench" spots reserved solely for rookies called up during the year. This idea is similar, except instead of limiting teams to only using minor leaguers for these 3 spots they can be used for whatever purpose a team wishes.
As well, with the 4 teams contracted there is a lot of MLB and MiLB talent being dispersed to the remaining 16 teams. These 3 extra MLB spots give teams a little more flexibility to keep all their guys.
The new rosters are as follows:
28 MLB roster slots
35 MiLB roster slots
5 temporary slots for the year's draft picks, open from the beginning of the prospect draft until the beginning of the next regular season
