Realized I hadn't posted this rule anywhere, so looks like I'll need to before opening day:
If a team is over the cap or over the maximum MLB roster size, they have a week to comply with the hard cap of $130M. After that week, they will lose their top performing scorer for the matchup in the next week if they still don't comply. If they don't comply for another week, another player won't count towards their total, and so on.
