Spelling out the exact rules / regulations of the proposed "Qualifying Offer" new rule change proposal:
1. Teams can designate 1 player a year for a Qualifying Offer, if they choose. Teams can only Qualify 1 player per offseason 2. A player can't be Qualified in consecutive offseasons, i.e. 2021/22 and 2022/23 3. Qualifying Offer = a 1 year, 20 mill contract offer by the original team 4. The QO starts the bidding in free agency. Any bids need to be for more than 20 mill 5. If a team qualifies a player and no other teams bid, they are obligated to sign that player for 1 year 20 mill 6. If a different team wins the bidding for the Qualified player, they need to give the qualifying team their 1st round pick in the next draft 7. If the same team bids on their player and wins the bidding, no draft picks are exchanged 8. If a team owns more than 1 first round pick, they must give up their own 1st and not another team's

what happens if the team does not have a first round pick? Are we basically having 2 first round picks and if that is the case it decreases the value of picks to a certain extent. Also what if you do not want to have a qualifying offer for one of your players (eg. the 20 mil puts you over the salary cap and you do not want to take that risk if no one signs that player and you are forced to cut players you do not want to) do you get an extra first round pick?

If you don’t have a first, you can’t sign a player for a QO. Not creating extra picks here, has to be something you give up to sign the player. 2. Nope, if you don’t qualify a player (if you’re worried about cap for example) they become a regular FA, no pick required to sign them I think that’s what we’re getting at at least, someone feel free to correct me if I’m wrong

If you have more than one first round pick the first round pick should be from your team. We really need to clarify that

You do not give away any picks in the in the RFA system, you just gain a comp. pick if you lose your RFA player.
