Proposed change to RFA rules (that would take effect this year):
Instead of all bids beginning a 1 year 100k, the team that has designated their RFA can make their opening bid whichever year / $$ amount they would like - including and up to a max bid of 6 years / 30M.
Other teams would then have to exceed the original team's opening bid.

Does the team that holds the rights to the RFA still get a chance to "match" the offer at the end of the RFA process so he can keep the player?

If the team that holds the rights bids 5 years $10M and the winning bid is 4 years 15, the team with rights still can match and keep the player

Wait, I also thought the team that sends a guy to RFA could only keep him one year. So why the need to bid on amount of years for the RFA team?

So why the need to bid on amount of years for the RFA team? no limit to 1 year on the bidding, just that you can't designate the same player as an RFA in back to back years if the winning bid is for 1 year i.e. I designate Scherzer as RFA. Winning bid is 1 year 25M. Scherzer can't be designated as an RFA in 2023 / 24 However I designate Scherzer as RFA. Winning bid is 2 years + option 30M. Scherzer can be designated as an RFA at the end of the contract This proposal is only a change where the opening bid is not 1 year 100k, but whatever the team that owns the rights wants i.e. Scherzer - I start the bidding at 1 year + option, 10M, not 1 year 100k. Gives teams an option to try to price out others right away, if they choose to try

I think what some owners need to know, they are allowed to place another bid on their own RFA as well, not just an opening bid. The opening bid is just an expedited starting point.
