Owners should be able to send a "veteran" down to minors as long as they are in the minors in real life. Otherwise it is a wasted roster spot. Full salary paid but should be able to demote them.

The question then comes up about rehab assignments. Technically they are in the minors, so then could I save an IL spot and send him down to the minors?
