Changing how the lotto draft is done

So here is a scenario we have in my other league that just might make people more competitive. Instead of odds determining the draft order, i am proposing it to be how the consolation bracket plays out. Winner of the consolation bracket gets 1st overall, runner up gets 2nd and so on. Whoever gets eliminated in the consolation bracket in each round the team with the higher total of points gets the higher pick.

so 4 teams in the consolation bracket are getting eliminated in the 1st round so whoever has the most points out of those 4 would get the 5th overall pick, then the next highest gets 6 and so on. 

same goes for the winner bracket like it already is.

If you have been paying attention, most of the teams are fairly competitive, but there are some that continually do not participate and seeming don't care and still get rewarded with really high picks. This way the teams that continue to play and set there rosters are actually rewarded instead of the other way around.
