In a continued effort to combat tanking and encourage teams to remain as competitive as possible, I'm proposing the following rule change - similar to what's currently being done in MLB.
A limit on the number of years in a row that a team can pick in the top 3 picks; can't pick in the top 3 for 3 years in a row.
- if you have picked in the top 3 for 3 years in a row, the highest you can pick in the next draft (with your own pick) is 4th overall
- pick placement is regardless of lotto result; the draft lottery takes place as normal, with all normal odds, but a team that has picked in the top 3 the prior two years is placed at 4th even if they've won the lotto for 1st / 2nd / 3rd overall. teams that won 2nd / 3rd / 4th are moved up a spot automatically
Trades:
- no impact to lotto odds if you have traded for / away a first round pick.
- if you've picked in the top 3 the past two years but your first round pick was traded away, the team that traded for your pick is not constrained by that criteria and limited to 4th at best
Once you have picked in the top 3 two years in a row, the limit resets. If a team picks in the top 3 one year and outside the top 3 the next, each year resets as well. i.e. could go 3rd / 4th / 2nd / 5th / 1st / 6th and have no limitations on picks, but once you go 2nd / 3rd / limited to 4th that year
Scenarios:
I pick 2nd with my own pick in 2024 and 3rd with my own pick in 2025. In 2026, the highest my own draft pick can be (if not traded) is 4th overall.
