Spelling out the exact rules / regulations of the proposed "RFA" new rule change proposal:
1. Teams can designate 1 player a year as a Restricted Free Agent (RFA), if they choose. Teams can only designate 1 player as an RFA per offseason
2. A player can't be made an RFA in consecutive offseasons, i.e. 2021/22 and 2022/23
3. RFA bidding acts as normal free agency bidding with the 1st offer as 1 year, 100k from the original team
4. If a team designates a player as RFA and no other teams bid, they are obligated to sign that player for 1 year 100k
5. If a different team wins the bidding for the RFA player, the original team has the option to match the winning bid and keep the player
6. If the original team does not match the bid they receive a compensation draft pick **between rounds** in the next year's draft
7. If the original team keeps the RFA, no draft pick is rewarded
**Supplemental Pick Rules**
1. Supplemental picks are tradeable, same as any draft pick
2. Picks are granted between rounds of the draft
3. Rounds are determined by where the player ranked in points on ESPN, not by the final $$ bidding amount
Player ranked 1-25= Comp pick after 1st round
Player ranked 25-75 = Comp pick after 2nd round
Player ranked 76-125 = Comp pick after 3rd round
Player ranked 126-200 = Comp pick after 4th round
Player ranked 201-300 = Comp pick after 5th round
Player ranked 300+ = No Comp pick provided
4. If two players are in the same group (i.e. both ranked 1-25) and comp picks are provided for both, the higher ranked player will have the higher ranked comp pick. I.e. Player A RFA is ranked 5, Player B RFA is ranked 13, the comp pick for Player A will be #1 and player B will be #2
